First-ever Joint Capacity-Building Assistance by Japan, the U.S. and Korea ーPractical efforts based on the spirit of Camp David were implemented!ー
The Japan Coast Guard (JCG) dispatched the Mobile Corporation Team (MCT), a special team that provides coast guard agencies in other countries with capacity-building assistance on maritime safety and security, and others to the Korea Coast Guard (KCG) from Nov. 2024 and for the first time conducted joint capacity-building assistance for coast guard officers with the United States Coast Guard (USCG) and KCG.
1 Background
〇 Based on the "Spirit of Camp David," the joint statement issued at the Trilateral Summit last August, Japan-the U.S.-Korea Coast Guard (three CGs) signed a Letter of Intent in May 2024.
〇 The three CGs recognize the importance of efforts to promote the protection of marine resources, counter illegal, unreported and unregulated (IUU) fishing, maritime search and rescue (SAR), maritime environmental response cases, and improved maritime law enforcement for ASEAN and Pacific Island countries and will pursue opportunities for working level consultations to improve cooperation. We will pursue these opportunities.
〇 The three CGs conducted a search and rescue exercise for the first time in June this year to promote mutual understanding and strengthen mutual coordination and cooperation.
〇 Furthermore, this time, the three CGs put into practice the support for enhancing maritime security capabilities for ASEAN and Pacific island countries agreed upon in the "Spirit of Camp David".
2 Outline of Training

4 Summary of Results
〇 In this lecture, the participants were first given an overview of the JCG with the aim to improve their understanding of the JCG and a basic overview of arresting techniques. Then, assuming that they were confronted with a suspect, they were instructed on practical arresting techniques, including verbal Control, disengaging methods when grabbed, and joint techniques.
〇 USCG personnel also gave a lecture on SAR and confirmed the differences in instruction methods between the three CGs, making the training meaningful for the future implementation of the joint capacity-building assistance. The JCG will continue to promote efforts to collaborate and cooperate with overseas CGs in order to realize a "Free and Open Indo-Pacific(FOIP)."
