Aground・CollisionForeign Cargo Ship 1,168tApril 17th, 2006Bisan SetoAround 01:40, an eastbound cargo ship in the Bisan Seto South Traffic Routebegan to steer its course northward in the south sea of Ushi Shima and createda risk of going aground. Bisan Seto Vessel Traffic Service Center had contactedthe ship via VHF radio to confirm its destination. Temporarily the ship answeredthe center’s call, but quickly lost its contact. Around 01:47, as the shipapproached the shoal to the west of Mitsugo Shima, the center attempted to callthe ship’s attention again, but there was no response. Therefore, the centerprovided other sailing vessels with the information on the wandering ship, andrequested passenger vessels in the area to switch on a searchlight to call theship’s attention. Around 01:56, a message requesting a response to VHF wassent to the ship by the center using AIS. Since there was no response at all, aroute surveillance ship rushed to the location.Furthermore, the ship in question had gone off the route by taking an obliquesailing route to the south in the Bisan Seto South Traffic Route, and when itreached the Bisan Seto East Traffic Route it took an oblique sailing again tonorth cutting across the route and continuing to snake its way in and out of theroute.Around 03:05, the route surveillance ship had acquired the ship in question andordered it to stop.
