- 92 -PART 4 GUIDE TO SAFE NAVIGATIONJapan Coast Guard has been providing guidance with stress laid on the following three points onthe basis of the results of analytical studies on the recent trend of marine casualties involvingforeign ships and major marine casualties.① To obtain information on sea and weather conditions, and early sheltering when there arethreats of bad weather② To keep on board nautical charts covering the sailing route of the ship and adjacent sea areas③ To verify operating conditions and performance of the main engine and essential auxiliariesof the ship through starting stopping and go ahead go astern trials and tests before enteringheavily congested sea areas. These three points are fundamental requirements for safe navigation. Nevertheless, they areextremely important. Every master and navigating officer is therefore requested to strictly observethese points.Chapter 1 Information on Sea and Weather Conditions and Early Shelteringwhen there is Threat of Bad WeatherTry to obtain the latest information on sea and weather conditions before departure or when theship is at sea. When warnings or advisories are issued, or when there are threats of bad weather, the necessarysteps must be taken without delay, i. e., cancel the scheduled departure, or leave for shelter as soonas possible. To select a shelter, use pilots and charts for reference.
