Capacity Building Support for the Philippine Coast Guard (PCG)
The Mobile Cooperation Team(MCT), through the JICA framework, provided capacity-building support to personnel of the Philippine Coast Guard (PCG) with the aim of enhancing response capabilities in maritime law enforcement operations and developing future instructors of arresting techniques training and criminal investigation and forensic training. In the arresting techniques training, MCT observed training sessions conducted by PCG arresting techniques instructors for PCG arresting techniques instructor candidates in training. The MCT then provided guidance and advice to the instructors regarding their teaching methods and other aspects. In the criminal investigation and forensic training, MCT delivered lectures on on-site inspections conducted during the initial criminal investigations, to the criminal investigation and Mobile Cooperation Team forensic instructor candidates. In addition, practical training was conducted by simulating actual crime scenes, such as actual theft incidents and drug possession cases. Furthermore, hands-on training in forensic techniques necessary for evidence collection, including photographic documentation and fingerprint collection, was also conducted. The Japan Coast Guard will continue to strengthen cooperation and collaboration with the coast guard agencies of other countries to realize a Free and Open Indo-Pacific(FOIP), while supporting capacity-building efforts for countries in the Indo-Pacific region.
