First ever a Quad-at-Sea Ship Observer Mission conducted by coast guard of member countries the framework of Japan-Australia-India-U.S. ~To realize a "Free and Open Indo-Pacific~
Based on the Joint Statement agreed on the Japan-Australia-India-U.S. (Quad) Leaders' Meeting in September 2024, a Quad-at-Sea Ship Observer Mission was conducted as the first collaborative efforts of the coast guard under the framework. This initiative is designed to share knowledge and build trust among the coast guard agencies. This time, two Japan Coast Guard officers boarded a U.S. Coast Guard cutter with Australian and Indian coast guard officers from Pal au to Guam from Saturday, June 28, 2025, to Wednesday, July 2, 2025.

5 Summary
- During this ship observer mission, two JCG officers participated in and observed various tasks and trainings (small boat boarding training, emergency response training, etc.) conducted by the USCG cutter crew together with participants from Australia and India, and shared knowledge among Japan, Australia, India and United States.
- In addition, while on board the STRATTON, participants from Australia, India and United States and the crew of the vessel were building trust through introducing the work of respective countries and exchanging various opinions.
- JCG continues to strengthen collaboration and cooperation with coast guard agencies of each country in order to realize "Free and Open Indo-Pacific (FOIP)"
