Capacity Building Support for the Malaysian Maritime Enforcement Agency (Overview)

The MCT and the Japan Coast Guard Research Center have been providing MMEA staff and others with step-by-step support for capacity building in forensic techniques which are necessary for maritime law activities in this project. We provided knowledge and technical guidance on analytical appraisal of paint flakes taken from vessel hulls in this dispatch. We also provided advice and guidance on the procedures for appraisal to be used as criminal evidence in Malaysia, including the necessary information for the analysis and appraisal institution. The purpose of this training was to improve knowledge and skills related to the collection, analysis, and evaluation of paint flake samples from ships using specialized inspection equipment and to establish an inspection mechanism for paint flake identification in Malaysia. Through the exchange of opinions with related organizations, we Mobile Cooperation Team contributed to the strengthening the cooperative framework and mutual understanding toward successful agreement on MOU with MMEA and MJIIT.
