Cooperation for JICA program "Maritime Law Enforcement" (Summary of results)ーStrengthening cooperation with international coast guard agencies for maritime peace and safetyー


The Japan Coast Guard (JCG) conducted "Maritime Law Enforcement Knowledge Co-Creation Program" from June to August 2024 by inviting personnel in charge of law enforcement from various coast guard agencies in other countries. This initiative is conducted under the technical cooperation project framework of JICA and aims to enhance the capabilities of maritime law enforcement.

2.Participating countries and the participants (21 officers from 17 countries)
Indonesia 3, Malaysia 2, Maldives 2, Philippines 1, East Timor 1, Vietnam 1, Bangladesh 1, Egypt 1, Djibouti 1, Mozambique 1, Yemen 1, Madagascar 1, Micronesia 1, Samoa 1, Solomon Islands 1, Tonga 1, Kiribati 1.
※ Above underlined countries participated in this program for the first time.

3.Action items
(1) Lectures by JCG officers and experts on the law enforcement of international crimes such as piracy, smuggling and illegal immigration, MDA, international law, etc.
(2) Arresting techniques training and practical training using forensic equipment such as factory wastewater and other relevant materials.
(3) Observation of the JCG Academy, patrol vessels, and other relevant facilities of the JCG.

4.Summary of results
The participants gained necessary knowledge and skills for maritime law enforcement through lectures on specialized fields related to Maritime Law Enforcement, Observation of Japan Coast Guard facilities, and hands-on training under the guidance of the JCG officers.
After returning to their home countries, the participants are expected to provide feedback on the knowledge and skills acquired in the training to their organizations.Theses knowledge and skills will be utilized for planning maritime security policies, enhancement of the capabilities for personnel and operations.
The JCG will continue to strengthen cooperation by providing capacity-building support to coast guard agencies of various countries and contribute to maintain international order based on the rule of law and the maritime peace and safety.
